Biden is asking the Ukrainians to do like the Americans: also common citizens must take weapons of war, assault rifles and use them against the Russians because the regular Ukrainian Army is composed of too few people, but then asks the Americans to stop allowing themselves as common citizens the use of weapons of war and assault rifles. It doesn't make any sense. You may argue "But in Ukraine there's a war now" yes and in fact in Ukraine they cannot do anything because they have no training, you have to do it training from before like they do in the USA, where Biden told them to give up. Biden is American nonetheless in his thought that the common citizen can be easily turned into warrior: all citizens as potential soldiers.

As for the shootings, the number of people shot dead must be counted per year, not per day, very probably per year in gun control areas there are more people shot dead or stabbed than in Texas, to count only the 19 dead of Uvalde is misleading, they may be 19 in one year; in my land in Southern Italy with strict gun control rulings - as strict as an Italian Law can be, actually farcical - one year we had in one town only or perhaps one province, that actually mine Reggio Calabria don't shiver: 100 homicides the first three months of the year, it's more than 1 per day.
